Serang, Penasultan.co.id – Lembaga Swadaya Masyarakat (LSM) Komunitas Pemantau Korupsi (KPK) Nusantara perwakilan Banten menggelar aksi unjuk rasa di depan kantor Badan Pertanahan Nasional (BPN) Kabupaten Serang, yang berlokasi di Jalan Letnan Jidun No. 5, Lontar Baru, Kota Serang, Provinsi Banten, Rabu (14/5/2025). Aksi tersebut dilakukan sebagai bentuk protes terhadap dugaan maladministrasi dan potensi tindakan korupsi dalam pelaksanaan program Pendaftaran Tanah Sistematis Lengkap (PTSL).
Dalam orasinya, perwakilan LSM KPK Nusantara, Aminudin, menyoroti lambannya proses penyerahan sertifikat tanah kepada masyarakat di wilayah Kota dan Kabupaten Serang. Padahal, program PTSL yang berlangsung pada 2018 hingga 2021 telah menggelontorkan anggaran sebesar Rp38 miliar lebih khusus untuk BPN Kabupaten Serang.
“Berdasarkan kajian dan bukti yang kami temukan, hingga tahun 2025 ini masih banyak sertifikat yang belum diserahkan kepada masyarakat. Ini menimbulkan kecurigaan kuat adanya dugaan penyalahgunaan wewenang, maladministrasi, bahkan tindak pidana korupsi oleh oknum pegawai dan tenaga honorer di lingkungan BPN Kabupaten Serang,” tegas Aminudin di hadapan awak media.
Adapun rincian anggaran program PTSL di BPN Kabupaten Serang yang dipersoalkan, meliputi:
- Tahun 2018: Pagu sebesar Rp7 miliar lebih untuk pengukuran dan pemetaan 40.000 bidang tanah.
- Tahun 2019: Pagu sebesar Rp8,7 miliar lebih untuk 50.000 bidang tanah.
- Tahun 2020: Pagu sebesar Rp4,6 miliar lebih untuk 30.000 bidang tanah melalui paket pengukuran 1, 2, dan 3.
- Tahun 2021: Pagu terbesar yaitu Rp17,5 miliar lebih untuk pengukuran 460.068 bidang tanah.
Secara total, program PTSL di wilayah Kabupaten Serang mendapatkan alokasi anggaran Rp38.029.718.000 dari total pagu gabungan sebesar Rp44 miliar lebih, termasuk anggaran untuk Kanwil BPN.
Aminudin juga menyampaikan ultimatum kepada pihak ATR/BPN Kabupaten Serang agar segera merespons tuntutan mereka. Jika tidak ada tindakan nyata dalam 15 hari ke depan, pihaknya mengancam akan membawa aksi tersebut ke tingkat pusat.
“Jika orasi kami tidak didengar dan permasalahan ini tidak segera diselesaikan, maka kami akan kembali melakukan aksi lanjutan di Kementerian ATR/BPN,” pungkasnya.
Aksi ini menjadi sorotan tajam atas pentingnya transparansi dan akuntabilitas dalam pelaksanaan program agraria, terutama program strategis nasional seperti PTSL.
